Update Telize lookup to use new API endpoint

Add batch reverse geocoding task

Mapbox fixes and dataset option

Refactor Mapbox result & expand test coverage

Add seed parameter to Geocoder::Calculations.random_point_near

Update hash syntax

Move away from generating a `geocoder.rb` initializer with old school ruby hash syntax in favor of the new/current style.

Replace timeout exception so its compatible with Ruby 1.9.3 too.

Test that stubbing with an invaid address works

Add county accessor for map quest results

Pass in dir variable when retreiving data files in Maxmind insert task

Fix typo in the readme

Add changes in conditions of use yandex geocoding API to the README
